PQC and QKD as mandatory components in public IT planning – recommendations and ideas from the Hessian Stakeholder Dialogue on Quantum Computing 2026

In August 2026, the Hessian Ministry for Digitalisation and Innovation published a position paper summarising the results of the 2026 Hessian Stakeholder Dialogue on Quantum Computing. It outlines strategic priorities and concrete measures and identifies quantum-safe communication as one of its key use cases.

Security and digital sovereignty through PQC and QKD are identified as strategic priorities, and the paper calls for their early integration into infrastructure, business planning, and public-sector IT. Furthermore, it recommends that stakeholders include PQC and QKD as mandatory elements in public-sector IT planning, prioritise European vendors, and establish procurement requirements.

The paper shows one thing in particular: Awareness of the impact of quantum computers on the security of our digital communications is growing – and so is the recognition that we need to act today to protect tomorrow’s data. To achieve this, we need to consider different technological approaches, as both PQC and QKD are important building blocks for ensuring the confidentiality of our data in the future.

If we also want to maintain our digital sovereignty, we need strong European solutions. This also means exploring new approaches, bringing technologies into practice at an early stage, and consistently supporting such projects.
